I’m going to step out on a limb here.

My son is “vacationing” with some friends in Afghanistan. This team found a puppy starving and sick. They bought the puppy from the villagers and have nursed it back to health. The puppy is now the team mascot. You know how men working together in close camaraderie pick mascots and special pets. The team will be leaving in the future and want to take the puppy, RAGNAR, home with them. They are working with an agency to ensure the pup is healthy enough to bring with them. But it will take some money.
