Messy cables. I knew that meant something

I work in IT and was recently at a US Army base for my job. In the meeting room we had for the week there was a network switch with cables for people (not me, but for employees) to connect to. They don’t use WiFi so physical cables are the method to connect.
I don’t think the cables are any sort of secret message, but simply how it is done
