(Courage is not simply one of the virtues, but the form of every virtue at the testing point.)

[New EO overturns] Executive Order 13495 of January 30, 2009 (Nondisplacement of Qualified Workers Under Service Contracts), which requires that successor Federal contractors in certain circumstances offer a right of first refusal of employment to employees employed under the predecessor contract, is hereby revoked. Apparently, one of the first things the Obama administration did was impose a new requirement on Federal contractors -- to carry over employees from a previous contract and contractor. Let's say you win the new contract to pick up the garbage in D.C. You can't hire the people most qualified or willing to do the job. You first have to make job offers to all the old employees of the old employer under the old contract.
A sop to unions.
