[New EO overturns] Executive Order 13495 of January 30, 2009 (Nondisplacement of Qualified Workers Under Service Contracts), which requires that successor Federal contractors in certain circumstances offer a right of first refusal of employment to employees employed under the predecessor contract, is hereby revoked.

Apparently, one of the first things the Obama administration did was impose a new requirement on Federal contractors -- to carry over employees from a previous contract and contractor. Let's say you win the new contract to pick up the garbage in D.C. You can't hire the people most qualified or willing to do the job. You first have to make job offers to all the old employees of the old employer under the old contract.

A sop to unions.

Thank you very much. Now I hope Trump undoes the EO that 0bola used right before Trump was inaugurated, changing one type of gov hires to the SES (or something like that). Thousands of embeds.
