I think we agree on the "no one knew" because when he was chosen as DAG, RR had incentives to be good but they knew there was significant risk that he would be flipped.

Until recently, I didn't even have a theory about some of this, I just weighed the observable evidence and figured white hats would not do what Mueller/RR did.
But lately, half a theory kind of congealed (ewwww) in my brain.
Right now, the CIA/MSM ops are portraying anyone supportive of POTUS as inherently, and hideously, corrupt. I've seen the MSM use "the president's men" to refer to those who support Trump, preparing the public to compare them with the exposure of Nixon and his minions (detailed in the book, All The President's Men)
Back in 2017 when POTUS was choosing a DAG and an AG, the white hats didn't have Q and were functioning in a sea of MSM's indoctrinated public. If POTUS had chosen known white hats for AG/DAG, the black hats would delegitimize any and all proceedings for as long as it took, declaring POTUS hand-picked (something they said about Sessions and Barr) protectors and pushing for civil unrest to unseat a "tyranical POTUS". This while the MSM was portraying POTUS as an illegitimate president. This would be a recipe for the collapse of the corrupt gov Q would later warn about. The public wasn't awake then, and I don't see how POTUS et. al. could have prevailed.
President Trump et. al. needed someone both the black hats and the white hats believed they could work with (i.e., someone the black hats would not string up as a traitor extraordinaire on the nightly news). That's a tall order with inherent risk. But the white hats had to work with that unsavory criteria; there wasn't another way unless you count Plan Z.
Around 2018, Dan Bongino (I've only watched him once or twice) declared angrily, and dismissively, that Rosenstein was "weak" and he vented with disgust about RR weakness. At the time I thought I was watching emotion - as if the intel community pundits had deduced, based on limited information, that while RR had been expected to function (while teetering precariously), within reason he had been flipped (to the black hats) all too easily and/or for insufficient reasons. At the time it seemed to me (my interpretation) that RR was "too easily intimidated" or something like that, but it didn't seem a complete answer.
Then (controversial source) JohnHereToHelp (JHTH) spoke of RR in a similar dismissive manner. JHTH said that RR was about one thing - he wanted to be AG. He indicated that was about all you needed to know about what drove RR. RR could swim well enough in the swamp but wasn't particularly loyal to it.
So at present the congealing grey matter in my brain reasons thusly: I believe RR looks grey, white and black at times because his loyalty is to his personal goals and anyone who can give him that. That puts him in a different category from the Baphomet loyalty types. The DS would trust him somewhat because, while he had dirt on them, they had dirt on him.
The white hats would know that corrupt RR was a huge risk; they also knew he was a man of wandering, Machiavellian loyalty. White Hats would need to hold the AG position in front of RR as a powerful incentive. He wouldn't have known at the time that they had dirt on him - he'd just see the carrot so near, dangling out there on a stick.
Well, if RR really is "all about" being AG, then the white hats could immediately give him a real taste of what he wanted by pairing him with an AG who must recuse upon arrival - RR would suddenly seem to have what he wanted while functioning as defacto AG on the Russia investigation. And to sweeten the deal, if RR were to serve honorably and honestly, he could expect promotion to AG - he'd be in line for succession. He would be a fool to throw that away.
RR would not know back then that the white hats had dirt on him that would prevent him from ever really getting the carrot or keeping the carrot in the end. The AG would have to ride herd on him so that he was not flipped and that might be why a) the AG limited RR's private negotiations re the SC and therefore b) RR told Mueller that the AG did not know they had been talking. (no proof - my theory based on the email).
All RR had to do is be a fair defacto AG. But someone (possibly Mueller among others) convinced RR he was more likely to get and keep the AG position if he helped remove POTUS. Maybe someone said to RR, "Hey look, POTUS is going to be impeached and that leaves you as the suspicious looking DAG/AG appointed by him. Do the right thing, help remove this "corruptocrat", and you'll be a hero - the AG position is yours."
I read somewhere, and saw the name again today, that RR was originally going to name Coleman as SC. Who knows what that would have rendered? But private conversations on the side with Mueller, and as a result, [From Judical Watch]: "In a May 16, 2017 email, sent the day before Mueller’s appointment, Rosenstein emailed former Bush administration Deputy Attorney General and current Kirkland & Ellis Partner, Mark Filip stating, “I am with Mueller. He shares my views. Duty Calls. Sometimes the moment chooses us.”
Yeah - I've been watching paint dry on a wall while musing on this stuff. As I said, when I had no theory at all, I thought the weight of RR's observable black hat behavior held better than observations to his white hattedness (new word there).
That was a magnum opus...and has the ring of truth.

It’s the greatest plan ... we on these threads can’t even figure it out for sure. Your writing reminds me of one “Q” post to the effect not everyone in DC is totally corrupt. I never liked Barsoomian (Mrs. RR) getting SEC gig. But we don’t know what we don’t know.
The one thing I do believe, as a believer, is there is a convergence of events in this world and “Q” has further enlightened us as to the true state of this world. God Bless POTUS and all the patriots + anons and those on these threads for helping try to make sense of it all. WWG1WGA :)
