The people's car concept predated Hitler (See: Model T) and the original concept of the "beetle" also predated Hitler, with claims of origination from an Austro-Hungarian automotive engineer named Béla Barényi.
Very few VW sedans were actually produced before the end of WWII, the bombed out VW factory laid in ruins. A British Army officer, Major Ivan Hirst, was largely responsible for saving the factory and launching (founding) the world renowned brand-name "Volkswagen".
