Whatever is underground on LSJI is of considerable volume; just the spoil dirt in that "TC Berm" is about 10,000 cubic yards -- and, there's spoil dirt scattered (and used as fill ) all over that island!
You're not going to fill that volume up with concrete -- 39 bags + aggregate at a time!
You might build some "plugs" -- but, I know folks who would just view such as a "fun challenge" -- and not a very big one, at that: (Done before "beer time")...
Heck, I know archaeological contractors with GPR units who would just locate the plugs and dig down into the unobstructed tunnels just beyond 'em... Or -- just make a "flanking dig" and go around 'em... Not as much fun as "other friends", but certainly less noisy... '-)
Can't help but wonder if the illustrious FBI even got into the tunnel system -- much less did a credible job of doing a forensic investigation there.

10,000+ cubic yards? Good golly!! That’s a LOT of spoil.
