The article is about the election several months ago.
Bibi may have come in 1st that time, but was unable to form a government ... so this new election was a do-over.

We’ve had ships in and out of the Gulf going on 50 years at least. Obama reduced the number in his last term, but we were still there.
I’m guessing - total guess - they are there to provide additional air defense for the Saudi’s.
My read is that after the refinery hit Trump told them that if they want to take care of business we’ll watch the back door...so...we provide air and defense cover to the Saudi peninsula while the Saudis do the force projection activities.
My reasons for thinking this are:
1) The Saudis have a good Air Force, but not enough to provide sufficient home protection while they are on the offensive and
2) Trump has been pushing everyone globally to take more of their own military action into their own hands...
The US isn’t going to be the global police for everyone anymore. Oh we won’t walk away from a fight, but we aren’t going to shed our precious blood for someone else’s problems when they need to step up themselves.

At 11:26, the MSNBC reporter says that the choice is between using the established route for whistleblowers (give info to congress) or to do as Snowden did and put it all out there for the public.
At around 11:43, "The DNI has compromised the legal route." BCP responds incredulously, noting this reporter probably had no objection when Comey did not go the "legal route" and gave his info to the media.
At around 14:49, BCP giggles as he introduces a clip by Adam Schiff which was entirely lacking in sound. Their big production moment and Schiff silently delviered his TDS diatribe. Clowns...
At 15:50 Chris Cuomo introduces a WAPO article and is expecting guest former CIA agent and vocal and vociferous critic of President Trump (Phil Mudd was one of the agents from whom Trump threatened to remove security clearances) support the anti Trump narrative of this "reportage".
At 17:43 BCP gives an example of of Mudd's prior over-the-top critiques of POTUS.
At 18:33, another example of Phil Mudd's hostility to TRUMP.
Then at 19:19 mark, Phil Mudd is asked about the current "issue" with Trump and whomever he spoke to. Phil Mudd let's loose in a tirade IN FAVOR of POTUS being able to make a call without intel listening in!
At 21:45 nice summary objection by Phil Mudd to what's going on. Cuomo tries to give examples to identify when the current path of whistleblowing would be appropriate.
At 22:39 Cuomo asks "What is the mechanism for policing what is done in the White House?" Phil vigorously suggests that people quite their jobs, write books, talk to the media if they don't like what the president does!
At 23:29, Phil Mudd doubles down and backs up all of Trump's assertions that he was being spied upon during his campaign and being countered by the intel agencies.
PS: Today in the wild I saw (and lost) a tweet specifying that the allegation is that POTUS was speaking with the leader of the Ukraine and said that if the Ukraine wanted to improve relations with the US then the Ukraine should reopen the case against Biden. But BCP's report and others indicate it's PUTIN and RUSSIA RUSSIA RUSSIA.
Honestly, I had wondered if Webb was drinker, given his verbose videos (that lasted forever) with maybe 3 minutes of specifics. All the Uncle George fish stories and unnecessary chatter (on the way to a morsel of info) drove me off as soon as I arrived. Garbage in, garbage out. Who could endure? Fascinating, is the difference in tolerance levels for rambling monologues.
Thankfully, Sean Hannity has contracted with excellent guests, who’s thunder he tries to steal, but otherwise with fast forward I come away with something that proves it matters.
