It was up to parents\driver to see to the use of...what a novel concept. You are probably too young to remember these "safety seats" for toddlers common in the pre-seat belt era.
You can see part of the unfastened flimsy plastic "seat belt" hanging off the bottom corner.

I remember them well. Mine didn’t have the steering wheel and when I would come to a quick stop my arm would go flying over to hold them in.
