I think it's a question of timing. A CSG parked offshore provides a (really well-armed) floating airfield. Eliminates the need for access/permission to land-based airfields. They're potentially a very quick response.

But they're also big targets. Is the juice worth the squeeze? Very complicated question.

My opinion is that POTUS is asking questions of very smart people and providing resources to DOD that will posture us for future conflict.
