I sure wouldn't want to be assigned to investigate him. Very dangerous. The Clowns use a LOT of contractors (aka mercenaries). Communications, transport, computers, wet work, everything. Brennan is well-insulated and can hire anything he needs done. And those he hires wouldn't ask questions.
That might be why he's so cocky. He's a delicate cherry, midway up the tree, hanging way out so you have to reach from a ladder to pluck him. He thinks he's too unreachable to be popped.
I have to believe that Q Team and Q+ have more than enough cherry pickers to harvest the fat, ripe ones.
