Constantine snuck in before, having had a deathbed conversion to Christianity in 337, and later proclaimed a saint. So I think he was a pagan emperor who wanted to cover all the bases before it was too late.

No, he wasn't a pagan at all. Constantine was a catechumen (Christian novice) for about 20 years before his baptism. Such folks were considered Christians even prior to baptism.
