The noose was ‘accidentally’ left behind by the security camera repair guy who couldn’t quite figure our how to repair the broken camera with the view of this particular cell. And he also just happened to leave behind an apparatus to which the aforementioned noose could be securely attached. It’s just really bad luck. No ill ‘intent’ by anyone. The security camera repair guy promises to be more careful in the future. For reals.
