Possibly, may also be for better control. Could also be the electronic throttles had issues or weren’t sensitive enough - there’s a ‘feel’ to driving ships.
If it was strictly a sabotage thing then the rudder command systems would be involved as well. Sounds like this is just speed related.
ah ... I see it’s helm controls as well...this makes a lot of sense...especially when coming alongside for an unrep with another ship.
