Another quibble. While the post mortem examination takes place immediately, lab work has to be done on the blood and tissue; takes much longer than this to get the final autopsy results.

a BP-8 is apparently an informal request for remedy of a problem which must be submitted to the prison by an inmate within 20 days of an incident.
a BP-9 is actually a BP-229, a (formal) “request for administrative remedy.”
The BP-9 form cannot be filed unless preceded by the filing of a BP-8 form by the inmate against the prison and/or prison officials.
If Epstein had a serious beef and was not intimidated by the prison personnel, he or his defense lawyer would therefore most likely have filed a BP-8 immediately after the July incident, followed by a BP-9. I am not a lawyer, but according to my informal understanding of administrative law, all administrative remedies must be pursued prior to filing a formal complaint against the prison in open court.

The main point is that prior to this information, I had thought surmised that skipper-scott was merely in the wrong place at the wrong time, and had been advised to lay low.
Now with this new information, I think skipper-scott has still been advised to lay low, but not just because of the Epstein incident but also possibly because of other similar incidents which had occurred under her watch at Fed BOP.
This incident did not show up in initial web searches. So, someone else has been digging and along the way filled the google search engine cache with this decision. A few hours ago, the only case I saw involving Skipper-Scott was this one (an old employee case against Holder that I mentioned earlier in a prior post):

(Someone with access to Lexis-Nexis and some spare time can perhaps search more to see if any other cases mentioning Skipper-Scott turn up.)
The practice of administrative law to get anything significant accomplished against a bureaucracy is, in my own limited experience, more of an art than anything else.
