we will conduct a nationwide test of the Emergency Alert System on TVs & radios.
The test will not occur on cell phones

They tested the WEA portion (cell phones) last fall. This is a test of the other component.
The test is about being able to contact us if there is no internet connection. Will all cell phones work fine without internet connection for future alerts?
This specific test is only focused on the EAS system that uses broadcast channels of radio and tv to share info. Real world emergency notifications should use every available method of alerting including cell phone (WEA), opt in platforms, social media and face to face, etc.
Interdasting. No internet, eh? Hmmmm.
