What access your guest/visitor badge gets you depends entirely on the company.
I travel to client sites for my job and am in fact at a new one this week. Sometimes my badge gets me all over and other times Im escorted 100% of the time. It just depends.
Not the corporate location I’ve worked the past 30 years. Guests and visitors for any reason are almost without fail escorted at all times. I can think of 1 location only where they didn’t require an escort and that was me doing an audit to see if they could be a supplier. one of my findings, but hardly the only issue.
Suppliers - with sourcing, supplier quality or manufacturing types
customers - with marketing, sales types, some senior management
Even family visits the family members or their admins escort them
Some aren’t as tight as others. DOD suppliers you get an escort even to the bathroom. Med device not so much, but even there I’ve been asked what I was doing when I stopped to read a board during the obligatory tour. Sucker for charts.
Contractors and consults hold local badges if they are there for extended times but aren’t considered visitors or guests and don’t hold those IDs.

I’ve never worked corporate or in any fed agency or dept, but it is very possible that the FBI might have different rules than corporations. It is a law enforcement agency.
PLUS we have no idea what parts of the article are bogus (any? all?) or what is missing from it.
For me it was usually badge to get in the building, badge again to get in the suite. Way back in 1983 or 84 we had had the badge system for a couple of years and they suddenly realized they could track people’s time and attendance habits by it, and they realized we were swapping our lunch hours around and leaving an hour early in the middle of the night (24 hour operation) and we got in trouble. Technology.
