Most colleges don’t really care about graduation rates. They push teachers to give away inflated grades and pass students who don’t deserve to pass, too.

Those two sentences kind of cancel each other out, though, don't they?

No, not with the amount of remedial courses offered. Colleges have students taking classes that do not count towards graduation (such as remedial courses and other non-academic courses). Many colleges also charge the same for 12 credits/semester as they do for more, but students will not graduate in four years at 12 credits/semester. All they want is enrolled students. Most students do not graduate from four year programs in four years, which greatly inflates the cost of college in any situation unless you are paying only per credit.
