So [trust Wray] belies the encouragement to “trust” that he is a good guy.

Possibly, “trust Wray” meant, ‘trust Wray to be a placeholder’? That would correspond with the brackets indicating Wray is “controlled” or has a role to play. He may not be a black hat, just an actor in the movie. (Shooting for that “Best Supporting” award?)

So, Wray has a role to play in The Plan and understands it. The primary trust should always be in The Plan

Yeah, Wray sent up the warning flags when he passed on recommending charges for Strozk and Page, and said he found no evidence that their personal opinions affected their performance.

A lot of people don't want to recognize it, but after Bush-Clinton-Clinton-Bush-Bush-Obama-Obama, there was a lot to clean out, and weren't that many choices in the upper echelon.
