Ok. But what do they get out of this? A docile or otherwise controllable populace. A dumbed down/only capable of basic labor populace. What do those things net them when it is through the freedom that entrepreneurship gives us that spawns advancement and tremendous wealth... across generations, peoples, etc. Why kill the goose that lays the golden eggs?

Clearly a stupid thing to do. But the question wouldn’t be a common expression if stupid people didn’t do it all the time!
