I believe you are correct, lj. That is my understanding too.
McMaster tried to fire him but reportedly Kuhner and Bannon went to POTUS and McMaster was told to stand down. ECW was eventually moved to DOJ to act as Sessions Nat'l Security Advisor. I assume he's still there doing the same job for Barr.
