I was just listening to Fox News and a reporter was interviewing BARR on this subject. BARR said that Mueller had wrote a letter to DOJ requesting them to give him instructions to NOT to go beyond the Mueller report. So BARR said that is what the DOJ did is wrote a letter to Mueller saying don't go beyond the report.
