I’ve watched this snippet of POTUS several times and feel like his hand motions are unusual for him. I think he’s signaling something with his hands.
I’ve watched it with the sound off, and even held it up to a mirror and watched it. He seems to be spelling something out. Or maybe doing semaphore? Could you take a look at it and see what you think?

I think Melian is on to something here.
I almost dismissed it as no big deal, but I watched it through to the end (It’s short!). What made me reconsider is that he seems to repeat the same motions a second time. Just as he repeats his same words a second time.
Anyone here know ASL? Maybe it’s something else, like semaphore, as Melian has suggested. If it were up to me, I’d start with both of those and keep digging.
