I have been to several ‘dmv’ offices in the KC area and they are usually processing people at a decent speed. I’ve waited much longer in a Dr’s office with absolutely no one else in line.
The real problem is people who don’t bring the proper documentation. They are what holds up the line.

The real problem is people who dont bring the proper documentation. You've got that right. I've bought a few cars in the past year. I always fill out the title/registration form on the DMV website that Oregon put up, and take the printed form in. The DMV clerks actually thank me for have a form ready to go.

This is where people who like to read, and always have a good book on hand, have an advantage. There is so little free time to read these days, I never find a reason to complain about lines or waiting rooms.

A long time ago I was at the Texas DMV Headquarters to renew My DL. Im like 18th or something around there in line. The line moves about 5 at a time. This puts Me on the other side of a support column and I see an 8.5 x 11 paper sign taped on the column, on this sign it says:
IF YOU CANT READ WE GIVE
VERBAL DRIVERS LICENSE EXAMS
ON TUESDAY AND THURSDAY
AT 10AM, 1PM AND 3PM.
