I took the Wheels Up to mean that the bomber is on its way to the target.
Maybe or there are different Q’s that post.
Wheels up is generally an aviation term
For after the aircraft has left the ground and the wheels are retracted for flight
So in sticking with the B2 posts
I’m guessing wheels up implies the stealth bomber is in the air and in the way to drop its payload
Isn't "wheels up" airplane talk for in the air? Like as in a B-2 stealth bomber, which seems to be one of today's themes?

When the B2 first flew it had it’s wheels down, this is Not a test flight!
