Perhaps he’s not. Maybe the vast majority are worried about prosecution, but that doesn’t rule out the possibility of one or more genuine candidates.
My guesses:
1. Worried about prosecution. The guy is a homosexual. I’m not saying all homosexuals are guilty of sex crimes, but based on my observations, they commit more than the straight population. Or it could be crimes of a non-sexual nature.
2. Cover for the other candidates.
3. They are setting him up for a future run for President. The DS has run out of viable candidates and are now trying to rebuild the bench.
4. He’s just a minor politician with big ambitions and figured “why not?” After all, Trump was (on the surface) an unlikely candidate. So why not an obscure mayor?
If I had to bet, I’d chose option #3. But there could be other options I haven’t thought of.

Could be this. Could also be that he’s found a very easy way to build a war chest for future statewide races (like US Senator or Governor). If Senator or Governor is his mid-term goal, running for President now gets him TONS of name recognition and $$$ that would be much more difficult to achieve coming directly from Mayor of South Bend. He’s very successfully monetized his gayness.
The only reason any of them run is that somebody gives them money. Money is the fuel campaigns run on. No money no campaign. So you can often tell who the winner is going to be by the money. Obama and W Bush are perfect examples, Clinton too for that matter. Butt somebody has given Mr. Peterbutt some millions of dollars to be there. Wonder who it was.
