- First party makes up fake evidence and it goes to the second party to investigate.
- Second party says "We'll pretend this is real evidence and you pretend that we are serious investigators."
- Everyone gets a good laugh and goes out to hob-nob with Senators and eat $300 steak dinners on the taxpayers tab.
