If Carter Page was actually working with the FBI (which I think is possible), then he could have steered his own communications to as many people as possible for the FBI to “legally” SPY on.

Bingo. It has been my contention Carter Page was an FBI Asset all along. There’s never been even a hint that he might get indicted for anything and yet he was the main guy they supposedly needed to spy on?
Once Page is found out the whole deck of cards will fall.
