funny you mention that but most of the alien bases are under water in the deepest parts of the ocean.
It seems to me that these ‘alien bases’ - if the aliens have the capabilities that you imply - could be just about *anywhere*.
And it seems rather strange that such an inspired dreamer as yourself would limit them so...
