He doesn’t have a full law degree but does have what they call a JD degree (see here: https://en.wikipedia.org/wiki/Juris_Doctor).

I think what you meant was he HAS his law degree (which is a JD), but doesn’t have a license as he didn’t take the BAR exam. A lot of legal scholars just have a JD and then only use it to teach or support. You only need to pass the BAR if you intend to practice in court.
