For whatever reason, I do get the feeling Mueller was surprised the RATS didn't run with impeachment yet, and was trying to give them a nudge.
My gut is telling me he's in self-preservation mode, but your suggestion is another possibility.
1. I’ve said all along that the report (and AG Barr’s summary) is Muley’s testimony. He can neither add or subtract from it else he is in legal jeopardy.
2. He knew he would be walking into a perjury trap if he testified before congress.
3. Any prosecutor knows that “the clear lack of exculpatory evidence is exculpatory evidence, prima facia.”
He’s running for his life.
He knows if he testifies he has to explain the Midnight Swat raids of Cohen and Stone. Why they leaked to the Press for maximum Exposure. Explain why this was not an attempt to get Trump to act so they could charge with Obstruction.
He also knows based on his interactions with the OIG his whole case was a fraud to begin with AND his lead investigator Weissman knew it before he started working with Mueller.
While still an DOJ Employee he can be compelled to testify. Now that he is private citizen he can and will lawyer up.

Congress has NO prosecutorial power. They can only refer (to the DOJ) for investigation and possible indictment. In impeachment, the Senate prosecutes.
They are stuck.
Of course this will allow Mueller to be free to leak continual stories to the NY Slimes and Washington Compost to smear Trump to help save face for Comey and Brennen.
