Cameron stepped down because he had opposed Brexit. He turned over the reigns to May, who opposes Brexit. The other parties all oppose Brexit. Nobody in power actually supports it. A few ministers did, they all seem to have resigned in disgust. This government of anti-Brexit people have been trying hard to figure out how to ignore the votes of the people without looking like they are ignoring the votes of the people.

So far it's not working.
