Well, if it WAS under seal, Mr. Solomon and Q would not risk committing a federal crime to publish it. Therefore, doesn't it mean "someone" *cough*TRUMP*cough* declassified it? :) Gradual DECLAS? Maybe one of many documents to start trickling out?

I think that statement is of monumental importance. This is a start of a barrage of .22 caliber procedural and rhetorical kill shots by Team 45: not the biggest bang when first fired but still deadly when issued by skilled marksmen.
