Well, if it WAS under seal, Mr. Solomon and Q would not risk committing a federal crime to publish it. Therefore, doesn't it mean "someone" *cough*TRUMP*cough* declassified it? :) Gradual DECLAS? Maybe one of many documents to start trickling out?
