I was seeing a lot (probably 20+) of “Systems Engineer with DOORS experience” (which I have) and every company’s job description read the same. I surmised that TACOM solicited bids on a contract and the companies are trying to gather resumes with contingency offers. I did not bother to apply.
Almost all of the staffing firms cut & paste the job description from what they receive from the employer. Usually, I can find the employer in under five minutes with Google & LinkedIn.
Chewy.com has been looking for a couple of engineers to work on (fix) a project. I was told by a recruiter I trust that Chewy put the request out to the staffing firms to find someone. I’d bet a half dozen other firms got the same cattle call request.
You’re probably seeing the same thing with TACOM.
Eventually, Apu figures out Chewy is looking & your solicitations go through the roof with today’s fast-moving urgent requirement from hell.
