Which makes sense to me since its about the vacuum above the props - not the downwash (as least as I understand it) Downwash has nothing to do with it, and really, the vacuum above the moving rotor doesnt either, because there is no pull exerted by an absence of air. Its the LIFT from the air pressure differential from below the rotor that pushes the helicopter up by air molecules striking the molecules of the material in the rotor wing.
