Being CA, I am surprised they even had bail set. I thought the new thing in CA was no cash bail needed, if you are “poor”. These might be illegal immigrants, and I think they also get some special treatment.
They will probably get points for having bolted the cages to the wall, so they wouldn’t tip over.

Looks like parents of the year candidates. You have guns in the home with kids, lock up the kids so they cant get to the guns. Sounds reasonable to me.
I also agree with one of the other posters that this seems to be a space saving method of keeping the kids safe in their cribs unless there is evidence that this is a 24/7 lockup of soiled kids. Are the kids malnourished?
