Mr. President, we have a plan for part of our operations
in the Human Social Communications Domain of the battle
sphere. Here are the notes on our legal footing and
boundaries for it, and I'm here to discuss the broad
outlines with you, in the hope of securing your approval
for this particular mission.

Should you approve this mission, it will necessarily be
highly compartmentalized and for reasons spelled out in
these notes, we think an initial position of no confirmation
or denial, and occasional coordination with the team
will get us started.
