When a tarrif is levied, who pays that tariff, initially? The government who then passes it to the manufacturer?
I wonder, does assessing a tariff on an illegal commodity make that commodity legal?
Could the US assess a 500% tariff on specific hallucinogenic drugs and opioids smuggled into the US when discovered?
...and Mexico will pay for it!

I believe the wall is being built; I have no doubts whatsoever about the wall. But it’s not completed yet, nor will it be for awhile.
As a resident of West Texas, I believe the border SHOULD be closed until the wall is completed and to heck with tainted Mexican produce.
