The deer see ^only^ the headlights coming at them, they cant see what’s behind or around the lights; the brightness super-saturates their retina and they become confused.
Their brains can establish the timing based on the speed of the lamps and so they attempt to jump over them, or in some cases, run across the road just behind the lamps.

BTW I live in Montana and saw a woman hit a deer just a few hours ago - full daylight. I slowed down, flashed my headlights and she swerved and ‘skidded’ (as much skidding as new cars can do these days) the deer turned around to leave the road but she broke it’s RR leg...She was not paying enough attention...
