Barr’s “dilemma” is that he needs to free up GJ material ahead of DECLAS. That IMO has/must always involve unsealing indictments that are in any way based on such.

Great - so we get to hear the RATS scream everyday.
I do not interpret the letter as Barr’s having any intention of releasing grand jury material.
His delay right now is simply to get it all identified so it can be redacted as required by law.
