Trump’s tweets on Saturday prompted some interesting “denials” from the Obama camp. These can be summarized in the statement put out by Obama spokesman Kevin Lewis:
A cardinal rule of the Obama Administration was that no White House official ever interfered with any independent investigation led by the Department of Justice. As part of that practice, neither President Obama nor any White House official ever ordered surveillance on any U.S. citizen. Any suggestion otherwise is simply false.

The wife of Fusion GPS' Glen Simpson is named Mary Jacoby. It seems she like to visit the White House.

Given my belief that Ohr was a dupe, not a principal in the coup d'etat, I am guessing that the answer to Q's question is "No," ... meaning "Panic in D.C." is from other (unnamed) factors rather than Ohr giving some secret testimony as I speculated earlier. (Especially since TEXOKIE couldn't find any hints of it).
If Huber has been gathering evidence and locking down documents and testimony (e.g., Huma, Tony Podesta, Wiener, Braverman, Chelsea etc. ... maybe even some from the WH), someone would know about it. Maybe that was the source of "Panic in D.C."
It is the considered opinion of the Oracle that Q may not have been referring to Ohr's "testifying" to Congress specifically. There are many different people/agencies he could have testified to (Huber/Horowitz etc.), of which Q would be aware.
And also maybe trolling.

It's the Oracles considered opinion, being a tic-tac-toe master, that the game will ALWAYS end in a tie if the SECOND player's first move is correct, which of course a computer would do. Human error on the second move will cause the loss.
If played correctly, the second move determins whether it will be a tie of a victory for the first move guy.
That's my opinion on tic-tac-toe, anyway.

This month's NSA Puzzle Periodical pays tribute to the 1983 motion picture "WarGames." In the movie a supercomputer is programmed to play Tic-Tac-Toe.
The computer plays itself with each X and O placed uniformly at random into any square (this means the computer plays without regard to strategy). What is the probability a game will end in a draw?
Assume perfect random number generation. The first X will be placed in any square with probability 1/9. The first O will go into any of the remaining squares with probability 1/8 and so on.

Remember that, in the movie WAR GAMES, the programmer challenged the computer to tic-tac-toe to demonstrate to the computer that it could not win the game it was currently playing, GLOBAL THERMONUCLEAR WAR, as it would end in a "tie" (mutual destruction).
It worked, and the computer shut down its game.

It appears the Q is saying that Snowden was somewhat of a patsy when he released the NSA code words and that the ACTUAL codewords were then released by SHADOW BROKERS who Q insinuates is the CIA, and that they were SPOOKS either pretending to be or actual Russian CIA assets.
The SHADOW BROKERS may have been actual Russians but Q suggests the CIA provided the SOURCE CODE to them.
