In early July 2016, Steele called seasoned FBI agent Michael Gaeta, who was stationed in Rome, and asked him to come to London so he could show him his findings. Because he was assigned to the U S.S. embassy in Rome, Gaeta sought and was granted approval for the trip from Victoria Nuland, who was then the Assistant Secretary of State for European and Eurasian Affairs. When he arrived in London on July 5, 2016, he met with Steele at his office. Alarmed by what he read, Gaeta remarked, "I have to show this to headquarters".
Michael Gaeta was some sort of legal type connected with a joint effort against Euro organized crime. You may remember that in the USGVT coup set up to do in Trump, the FBI told Victoria Nuland of the Dept of State that they would be more receptive to documentation (such as the Steele dossier) if they could get more embassy assignments in Europe.

The FBI will move (sequester) agents to specific “secure” assignments to (1) isolate them or (2) protect them.
