I'm hazy on this, but I seem to remember the Clinton Foundation having involvement in a similar whistleblower effort. IIRC, if you knew of any child sex trafficking, you could contact the Clintons and they'd make sure that something happened. Seems like a recurring method to make sure the bad guys find out first if anyone has caught on to their schemes.
