What it means is that whomever was granted a secret pardon,or deal, from acts they committed prior to POTUS taking office,used to be protected from prosecution of said acts.This Executive Order essentially nullifies any pardon,or deal,so that now they CAN be prosecuted,& jailed.

This does not reference the secret pardons that all POTUS’ are able to give during their term.What this EO would allow is the conviction of those who continued to engage in known criminal activity AFTER the date that POTUS took office(ie.child trafficking).They would not be safe.
I scanned through it. References an annex which is not attached. Takes effect on Jan.1. Was signed March last year.
Tweeter said it was reversing Zero secret pardons. I couldn’t see that from what was available there.
