My immediate assumption was FBI & DOJ. Especially since it said “many departments” right before that.

Foreign and domestic does not make sense for treason. A foreigner can’t commit treason against the US. Only a citizen can, by the very definition of what treason is. A foreigner can be a spy or a combatant or an enemy, but can’t commit treason.

I believe (F + D) means Foreign and Domestic. The (FBI and DOJ are in the same Department; the Justice Department).

Many Departments (Foreign and Domestic) would include many cabinet level departments (Domestic) and our allied intelligence services and bureaucracies (Foreign).

Foreign allies can be guilty of sedition and espionage. Foreign allies involved in a coup attempt of a US President could also be guilty of treason against their own nation (via their threat to our alliance).

In a generic definition of "treason"; it means simply "betrayal of a trust".
