Yes. If it is all true that he planned this, it is astounding that earning over 1 million a year just from the TV show wasn’t enough for him, if I have that figure correct, that he had to blame innocents for greed.
Greed would explain a lot. But my guess is that they “own” him. So he does what he’s told. He’s dirty and one of them, but does what he’s told. Just my guess.
