The recent out break I was remembering was the plague on Madagascar in latter half of 2018.

I remember the recent Army/ebola story also, you are not imagining it. I suppose its possible that some reporter was so bored or lazy that they reran an old story but that doesnt seem as likely as it being scrubbed.
