Now, in a new study, published Jan. 22 in the journal Monthly Notices of the Royal Astronomical Society, scientists have measured the Hubble Constant in an entirely new way, confirming that, indeed, the universe is expanding faster now than it was in its early days. It couldn't be that Something Is Not Quite Right with my theory, it has to be that Something Is Not Quite Right with the universe.
Does that mean that the theory is not Settled Science?

If it was it wouldn’t be science!
It would be dogma!

Actually, this latest study confirms previous studies, but if that’s what the headline said not as many people would click on it.

Does that mean that the theory is not Settled Science? Only GoreBull Warming is, not doubt about it, case closed, "settled science".

That’s why they call them theories...they learn more trying to prove/disprove the theories and adapt them to the data that says something is wrong with the old ones...probably not a legitimate scientist alive who thinks they will make the universe a “settled science’ deal.
