A while ago Russia sthrted a program of promoting marriage and child bearing. THey had (and may still have) billboards showing a husband, wife and several children saying “It’s the Russian Way”. Russia was aborting so many of its children that their population was going way down. It has since started to grow. Cash incentives are given as well.

YEs, I think that’s great, but it’s also Russia and the old Soviet bloc countries where women don’t find it a huge moral quandary to carry a baby for sale. So Vlad is giving them some encouragement to do the right thing, help RUSSIA with that baby. Nationalism. Its what plants crave.
Somewhere I read Russia, or probably more correctly the USSR for the context, was THE abortion capital of the world. Quite some time ago and not too surprising.
